Beautiful Bay City: The future of Second Life and more HOA like Restrictions?

Linden Labs is taking building into their own hands with Bay City. Bay City is a collection of regions with parks, roads, a movie theater, and more. More importantly the city is maintained by Linden Labs. There are also rail road and trolleys to ferry residents to the city as well as a ballon tour. Is this the future of Second Life? Pre-created and managed virtual sims? Parcels in Bay City will come up for auction shortly. Please note that the parcels will not have the ability to terraform, join, or divide. Buyers will receive textures and objects. Will there be HOA requirements on how your parcel can and can’t look?
