The RICS.org web site provides information on the United Kingdom government home buying reforms and Home Information Packs (HIPs) for any homes in the United Kingdom that have four bedrooms or more and smaller properties will be included later in the year. The Home Information Pack includes the terms of the home sale, the evidence of the title, copies of planning documents, and guaranties for work to be performed, an energy efficiency assessment, and other minor reports and documentation. The goal is to provide the seller and buyer with realistic pricing and make informed decisions. No HIP is required prior to January 1, 2008. A HIP is required when an Energy Performance Certificate is obtained (which any prospective purchaser must receive). After January 1, 2008 a HIP must be provided and an Energy Performance Certificate must be obtained within 28 days.
